HERS Rater certification is accepted across all 12 live states for the energy assessment/audit component. Key advantage over BPI: HERS Raters can do HOMES modeled path projects (HOMES rebates up to $8,000+), which require energy modeling that BPI BA alone doesn't cover. If you're building a multi-state HEAR practice, HERS Rater + BPI BA together is the strongest credential combination.

However, some states and programs have insurance minimums that require a liability policy with an aggregate well above what typical solo contractors carry — verify your current policy covers the minimum GL required before applying.

Can I enroll as a HEAR contractor if I only do heat pump water heaters (not HVAC)?

Yes. Heat pump water heaters are a qualifying measure under HEAR, and in most states, a licensed plumber with the appropriate state plumbing license can enroll to install water heaters specifically. You don't need an HVAC or full home performance credential for water-heater-only work. Verify with your specific state program, as some states bundle water heater installation under HVAC licensing.

Does RESNET HERS Rater certification qualify me for contractor enrollment in all HEAR states?

For the energy assessment / audit component, yes — HERS Rater is accepted in all 12 live states. For equipment installation (heat pumps, water heaters), you still need the relevant state trade license regardless of HERS certification. A HERS Rater who doesn't install equipment would typically partner with a licensed installer, both of whom need to be enrolled in the state program.

I'm BPI-certified in one state. Does that work in other states?

BPI certification is national — the credential itself is not state-specific and is accepted wherever BPI certification is recognized. However, state contractor licenses are state-specific, and you'll need the appropriate state contractor license for each state where you perform work. BPI certification is portable; the state license is not.

How do I know if my specific BPI credential qualifies for a state's HEAR program?
