HERS Rater certification is accepted across all 12 live states for the energy assessment/audit component. Key advantage over BPI: HERS Raters can do HOMES modeled path projects (HOMES rebates up to $8,000+), which require energy modeling that BPI BA alone doesn't cover. If you're building a multi-state HEAR practice, HERS Rater + BPI BA together is the strongest credential combination.

Common Mistakes When Getting Certified for HEAR
- Getting BPI Building Analyst when BPI BSP would suffice for NC. BSP is faster and cheaper. If your initial market is NC, start with BSP. You can always upgrade to BA later for broader market access.
- Assuming ENERGY STAR contractor status qualifies for HEAR enrollment. It doesn't. HEAR has its own program-specific enrollment requirements separate from ENERGY STAR certification.
- Letting certifications expire while in the enrollment queue. BPI and RESNET certifications require continuing education for annual renewal. An expired certification at the time your application is reviewed can delay enrollment.
- Not verifying your state license is active in the enrollment state. If you're licensed in your home state but want to enroll in an adjacent state's HEAR program, you need to verify licensing reciprocity — some states require a separate license application.
- Using a certification that covers assessment but not installation. In states where the audit and equipment installation must be performed by enrolled contractors, you may need two enrolled entities (auditor + installer) or dual credentials. Verify the program's requirements on project structure.
Frequently Asked Questions
Yes in most states. The sole proprietor can hold both the required certifications and the contractor license. Workers' comp requirements typically only apply when you have employees. However, some states and programs have insurance minimums that require a liability policy with an aggregate well above what typical solo contractors carry — verify your current policy covers the minimum GL required before applying.
Yes. Heat pump water heaters are a qualifying measure under HEAR, and in most states, a licensed plumber with the appropriate state plumbing license can enroll to install water heaters specifically. You don't need an HVAC or full home performance credential for water-heater-only work. Verify with your specific state program, as some states bundle water heater installation under HVAC licensing.
For the energy assessment / audit component, yes — HERS Rater is accepted in all 12 live states. For equipment installation (heat pumps, water heaters), you still need the relevant state trade license regardless of HERS certification. A HERS Rater who doesn't install equipment would typically partner with a licensed installer, both of whom need to be enrolled in the state program.
BPI certification is national — the credential itself is not state-specific and is accepted wherever BPI certification is recognized. However, state contractor licenses are state-specific, and you'll need the appropriate state contractor license for each state where you perform work. BPI certification is portable; the state license is not.
