The Inflation Reduction Act allocated $8.8 billion for home energy rebates through two programs: HEAR (Home Electrification and Appliance Rebates, also called HEEHRA) and HOMES (Home Efficiency Rebates). States administer these programs — and they're launching on different timelines throughout 2025 and 2026.
This tracker is updated weekly for home energy auditors, electrification consultants, and efficiency practitioners who need to know what's live, what's pending, and what's changed before client meetings.

HOMES rebates are based on whole-home energy savings (not specific appliances) and are separate from HEAR. States are launching these on different timelines than HEAR.

These are not state programs — they're federal tax credits available to any homeowner who qualifies, regardless of which state they live in. No application needed; claim on annual tax return (IRS Form 5695).

25C and 25D credits stack with HEAR rebates. The IRS has confirmed that IRA rebates are not taxable income and do not reduce the 25C-eligible basis. You can get the rebate AND the credit on the same measure.
In general: federal tax credits + state HEAR + state HOMES + utility rebates can all be stacked on the same project. The main constraint is that HEAR rebates may not exceed 100% of project cost for LMI households.
Best stacking state right now: Massachusetts. HEAR ($14K) + Mass Save rebates ($2,500–$3,500) + 25C credits ($2,600) = $20,000+ on a whole-home electrification project for a moderate-income household.
