Tennessee received conditional DOE approval for both HEAR ($83.4M) and HOMES ($83.7M) programs in January 2025. The state is finalizing contracting with TVA to serve as program implementer, with a Q3 2026 launch target. TVA's Quality Contractor Network (QCN) will be the implementation vehicle — QCN enrollment now is likely the right preparation step.
In the meantime, TVA EnergyRight already offers heat pump rebates, and 25C federal tax credits are available today.
Administrator: Tennessee Department of Environment and Conservation (TDEC) Office of Energy Programs, with TVA as program implementer
Allocation: $83.4 million for HEAR (one of the larger state allocations)
Expected launch: Q3 2026, pending finalization of DOE contracting
Income eligibility: Households at or below 150% Area Median Income (standard HEAR structure)
While HEAR is pending, TVA EnergyRight provides heat pump rebates through local power companies today. These stack with HEAR when it launches.
| Equipment | Rebate | Requirements |
|---|---|---|
| Heat pump HVAC (15–16.99 SEER2) | $500 | Replacing existing electric heating system |
| Heat pump HVAC (17+ SEER2) or ductless mini-split | $800 | Replacing existing electric heating system |
| TVA Preferred heat pump (variable-speed, full heat at 17°F) | $1,500 | Replacing existing electric heating system; must meet TVA cold-performance spec |
| Heat pump water heater | Check with local power company | Varies by utility distributor |
TVA operates through ~150 local power companies (LPCs) across the region. Each LPC administers EnergyRight rebates locally and may offer additional incentives on top of the standard TVA amounts. Key LPCs to know for your territory:
Always confirm your client's LPC and check their specific rebate amounts — some LPCs supplement TVA's base rebates.
Tennessee HEAR will use standard HUD AMI limits. Below are estimates — verify current limits at huduser.gov before quoting. 80% AMI = 100% rebate tier; 80–150% AMI = 50% rebate tier.
| Metro Area | Est. Median Family Income | 80% AMI (family of 4) | 150% AMI (family of 4) |
|---|---|---|---|
| Nashville-Davidson MSA | ~$84,000 | ~$67,000 | ~$126,000 |
| Knoxville MSA | ~$74,000 | ~$59,000 | ~$111,000 |
| Chattanooga MSA | ~$70,000 | ~$56,000 | ~$105,000 |
| Memphis MSA | ~$65,000 | ~$52,000 | ~$97,500 |
| Jackson, TN | ~$60,000 | ~$48,000 | ~$90,000 |
| Rural Tennessee | ~$55,000 | ~$44,000 | ~$82,500 |
Tennessee has substantial manufacturing and agricultural workforce populations, particularly in rural counties and mid-size cities. Memphis and Jackson households often fall under 80% AMI in significant numbers — the full LMI rebate tier will apply broadly in those markets.
TVA's Quality Contractor Network is the existing framework that will likely serve as the HEAR contractor enrollment mechanism. Approximately 350 QCN contractors currently operate across TVA territory.
QCN enrollment requirements typically include:
How to enroll: energyright.com/residential/quality-contractor-network/ — or contact TVA EnergyRight at 800-637-7711.
QCN enrollment takes 2–6 weeks. Do not wait until HEAR launches — contractors enrolled at launch will process first applications.
Tennessee's HEAR structure differs from most states in ways practitioners must understand:
TVA is a federal corporation — not a state utility commission, not a state energy office. It operates under different governance than state energy agencies. The TVA QCN infrastructure, pricing standards, and contractor quality controls are already in place and have operated for decades. HEAR will layer on top of this existing system.
The base TVA EnergyRight rebate applies only to replacing existing electric HVAC systems. Tennessee has a significant stock of natural gas heating — especially in Nashville and suburban markets. For these clients, the current TVA rebate does not apply. HEAR (launching Q3 2026) will cover gas-to-electric conversions. This creates a meaningful pipeline of gas-to-heat-pump projects that will be HEAR-eligible but not currently EnergyRight-eligible.
Tennessee received $83.4M for HEAR and $83.7M for HOMES — nearly equal allocations. This means HOMES is as well-funded as HEAR in Tennessee. For deeper retrofit projects (whole-home weatherization + electrification), HOMES may be more advantageous than HEAR for households above 80% AMI.
Rural Tennessee has a higher proportion of aging housing stock, propane heating, and lower incomes than the metro areas. When HEAR launches, rural practitioners in the QCN network with experience doing deep retrofits will have a significant market. AMI levels in rural counties often mean 60–70% of households qualify at the LMI tier.
Household income: $58,000 (family of 4, Davidson County — under 80% AMI). Installing cold-climate heat pump to replace gas furnace. Project cost: $12,000.
| Incentive Source | Amount | Notes |
|---|---|---|
| HEAR (LMI 100%) | $8,000 | Heat pump HVAC. Launches Q3 2026. |
| TVA EnergyRight rebate | $0* | *Gas replacement; EnergyRight only covers electric replacements |
| 25C federal tax credit | $2,000 | 30% of cost up to $2,000 for heat pump HVAC |
| NES local program (check with LPC) | $0–$300 | LPC-specific; varies by local power company |
| Net client cost | ~$1,700–2,000 | Before 25C (non-refundable, requires tax liability) |
Same household but replacing an old electric resistance furnace with a 17+ SEER2 heat pump. TVA EnergyRight applies today.
| Incentive Source | Amount |
|---|---|
| TVA EnergyRight (17+ SEER2) | $800 (available now) |
| 25C federal tax credit | $2,000 (available now) |
| HEAR when it launches (Q3 2026) | $8,000 |
| Net client cost on $12K project | ~$1,200 (after all three) |
Tennessee received $83.7M for HOMES — essentially the same allocation as HEAR. HOMES launches alongside HEAR in Q3 2026 via TVA.
HOMES pays based on whole-home energy savings rather than per-appliance:
Tennessee HOMES opportunity: The rural Tennessee housing stock — older frame construction, minimal insulation, propane or electric resistance heating — regularly achieves 35%+ modeled savings with deep retrofits. An auditor with RESNET HERS Rater credentials or DOE HEP certification who can model these projects will be able to unlock HOMES + HEAR stacking for LMI clients, potentially reaching $12,000–16,000 in combined incentives on a single project.
