Current HEAR Tracks

Track 1: Mobile Home Initiative (LIVE)

Maine's HEAR program prioritizes manufactured/mobile home residents — a population with among the highest energy burdens in the state and least access to traditional energy efficiency programs.

Property type Single-family manufactured/mobile homes
Max rebate $14,000 total; up to $8,000 for whole-home heat pump (space heating & cooling)
Heat pump rebate $8,000 for qualifying ENERGY STAR heat pump system
Additional measures Electrical panel, wiring, insulation/air sealing, appliances — standard HEAR eligible list
Status Active

Track 2: Affordable Multifamily New Construction (LIVE)

Maine's second active HEAR track supports affordable housing developers building new multifamily properties.

Parameter Details
Eligible properties New construction multifamily where ≥50% of units serve LMI households
Rebate per unit Up to $8,000 per dwelling unit for qualifying heat pump systems
Property type New construction only — not gut-rehab or renovation of existing buildings
Status Active

Who benefits: Affordable housing developers, community development corporations, and housing authorities building new multifamily in Maine with heat pump HVAC systems will find meaningful per-unit rebates available here.

Track 3: Standard Single-Family Homeowner (PENDING)

Maine has not yet launched the standard HEAR program track for single-family homeowners above manufactured home classification. This is the track available in states like Massachusetts, New York, and Maryland.

  • No official launch date as of April 2026
  • Maine's community benefits plan indicates expansion is intended but not scheduled
  • Homeowners in this category should monitor efficiencymaine.com for announcements
  • In the meantime, Efficiency Maine's existing rebate programs (non-HEAR) remain available — see below

What's Available Now for Standard Single-Family

Maine practitioners serving standard single-family clients are not without options — they just don't have access to HEAR yet. The following programs are currently available:

Efficiency Maine Residential Rebates (Non-HEAR)

Efficiency Maine's base rebate program operates independently of federal HEAR funding and covers all income levels. Current rebates include:

Federal 25C Energy Efficient Home Improvement Credit — Expired December 31, 2025 (OBBBA)

The 25C credit expired December 31, 2025 under the One Big Beautiful Bill Act. Clients with 2025 installs can still claim it on their 2025 tax return. For 2026 installs, the credit is no longer available. For clients who installed qualifying equipment in 2025:

See our 25C credit guide for stacking strategies with Efficiency Maine rebates.

Utility Programs

Central Maine Power (Avangrid) and Versant Power customers may access utility rebates that stack with Efficiency Maine and 25C. Emera Maine (Versant) has historically offered cold-climate heat pump rebates. Contact each utility for current program terms.

Practitioner Strategy: Maine is a high-propane, high-oil state with exceptional heat pump economics. Even without HEAR for standard single-family, the combination of Efficiency Maine rebates + 25C + utility incentives makes heat pump conversions financially compelling. Get your Efficiency Maine contractor registration active now so you're positioned when HEAR single-family launches.

HOMES Program: Also Under Review

Maine's HOMES (Home Efficiency Rebates) application was submitted to DOE and is under review as of early 2026. The HOMES program provides efficiency-based rebates (not appliance-specific like HEAR) and is relevant for deep energy retrofits.

When HOMES launches, Maine practitioners certified in energy modeling (BPI, RESNET HERS) will be well-positioned, as the modeled savings pathway requires formal energy assessment documentation.

Manufactured Home Market: Why Maine Is Different

Maine has one of the highest rates of manufactured housing in the Northeast — approximately 8% of the total housing stock, above the national average of 6%. This means:

Niche opportunity: If you serve manufactured housing communities, Maine's HEAR program is one of the few state programs specifically designed for this market. Partnering with manufactured home park owners and community land trusts to provide HEAR-funded conversions is a differentiated strategy in a low-competition segment.

Contractor Enrollment for Maine HEAR

Efficiency Maine manages contractor participation for HEAR-eligible work. Current guidance:

  1. Contact Efficiency Maine directly: INFO@EFFICIENCYMAINE.COM or 866-376-2463
  2. Request information on the Mobile Home Initiative and Affordable Multifamily Initiative contractor networks
  3. Contractors in Efficiency Maine's existing rebate program networks have an advantage — Efficiency Maine will likely use existing relationships for HEAR expansion
  4. For manufactured home work specifically, experience with mobile home HVAC (often packaged units or mini-splits, different load calculations than site-built homes) is important

Certification Requirements

Maine's HEAR certification requirements follow standard BPI/RESNET guidance with state-specific HVAC licensing:

Frequently Asked Questions

I work on standard single-family homes in Maine. Can I access HEAR now?

No. As of April 2026, the single-family homeowner HEAR track has not launched in Maine. Standard single-family homeowners above manufactured home classification cannot access HEAR rebates yet. Use Efficiency Maine's existing programs + 25C credits to serve these clients in the interim.

When will Maine HEAR expand to single-family?

Unknown. Efficiency Maine and the Maine Department of Energy Resources have not announced a timeline for expanding HEAR to standard single-family homeowners. Monitor efficiencymaine.com for updates. Sign up for our newsletter — we'll cover the announcement the week it's made.

Can a manufactured home owner use HEAR and Efficiency Maine rebates together?

Potentially, subject to program stacking rules. Efficiency Maine typically prohibits "double dipping" on identical measures — you can't claim both a HEAR rebate and an Efficiency Maine rebate for the same heat pump installation. However, different measures (e.g., HEAR for heat pump system + Efficiency Maine for a complementary measure not covered by HEAR) may stack. Confirm with Efficiency Maine before submitting any dual-program application.

What about renters in manufactured home parks?

Renters whose household income is at or below 150% AMI may be eligible under the standard HEAR renter provision, but this depends on how Maine's program defines property ownership for manufactured homes. Many manufactured home park residents own their home but rent the land. Contact Efficiency Maine directly at 866-376-2463 to confirm eligibility for your specific client situation.
