What's Available Now for Standard Single-Family
Maine practitioners serving standard single-family clients are not without options — they just don't have access to HEAR yet. The following programs are currently available:
Efficiency Maine Residential Rebates (Non-HEAR)
Efficiency Maine's base rebate program operates independently of federal HEAR funding and covers all income levels. Current rebates include:
- Cold Climate Heat Pumps: Rebates for qualifying mini-split and central heat pump systems — check efficiencymaine.com/heat-pumps/ for current amounts
- Heat Pump Water Heaters: Rebates for ENERGY STAR HPWH
- Home Energy Assessments: Subsidized energy audits through Efficiency Maine partners
- Insulation and Air Sealing: Rebates for qualifying weatherization measures
- Maine Efficient Home Loan: Low-interest financing for eligible improvements
Federal 25C Energy Efficient Home Improvement Credit — Expired December 31, 2025 (OBBBA)
The 25C credit expired December 31, 2025 under the One Big Beautiful Bill Act. Clients with 2025 installs can still claim it on their 2025 tax return. For 2026 installs, the credit is no longer available. For clients who installed qualifying equipment in 2025:
- 30% tax credit on qualifying heat pump systems (up to $2,000/year)
- 30% credit on heat pump water heaters (up to $2,000/year, combined with space heating)
- 30% credit on electrical panel upgrades (up to $600/year)
- 30% credit on insulation and air sealing (up to $1,200/year)

Utility Programs
Central Maine Power (Avangrid) and Versant Power customers may access utility rebates that stack with Efficiency Maine and 25C. Emera Maine (Versant) has historically offered cold-climate heat pump rebates. Contact each utility for current program terms.
HOMES Program: Also Under Review
Maine's HOMES (Home Efficiency Rebates) application was submitted to DOE and is under review as of early 2026. The HOMES program provides efficiency-based rebates (not appliance-specific like HEAR) and is relevant for deep energy retrofits.

- Enhanced incentives for properties serving LMI households

Manufactured Home Market: Why Maine Is Different
Maine has one of the highest rates of manufactured housing in the Northeast — approximately 8% of the total housing stock, above the national average of 6%. This means:
- The manufactured home HEAR track covers a larger absolute population in Maine than in most states
- Many manufactured home residents use propane or fuel oil — high heating costs and strong heat pump economics
- These households are underserved by traditional energy efficiency programs and have limited access to financing
- HEAR provides 100% coverage up to $14,000 for ≤80% AMI manufactured home residents — effectively free heat pump conversion

Efficiency Maine manages contractor participation for HEAR-eligible work. Current guidance:

- EPA 608 certification: Required for refrigerant handling

Can a manufactured home owner use HEAR and Efficiency Maine rebates together?
Potentially, subject to program stacking rules. Efficiency Maine typically prohibits "double dipping" on identical measures — you can't claim both a HEAR rebate and an Efficiency Maine rebate for the same heat pump installation. However, different measures (e.g., HEAR for heat pump system + Efficiency Maine for a complementary measure not covered by HEAR) may stack. Confirm with Efficiency Maine before submitting any dual-program application.
What about renters in manufactured home parks?
Renters whose household income is at or below 150% AMI may be eligible under the standard HEAR renter provision, but this depends on how Maine's program defines property ownership for manufactured homes.
